Hon. Eugene Ludovic Wamalwa, EGH CS Devolution and ASAL

Hon. Eugene Wamalwa, is the immediate former Cabinet Secretary for Water and Irrigation. He has also served as the Minister for justice, National Cohesion and Constitutional Affairs from 2011 to 2013 during President Kibaki’s second term in office.

Abdul Bahari Ali – CAS Devolution and ASAL

Hon. Abdul Bahari Ali, is the current Chief Administrative Secretary, Ministry of Devolution and ASAL. He joins the Ministry from the Ministry of Labour and Social Protection, where he served for two years since his appointment on 26th February, 2018 as a Chief Administrative Secretary.
Hon. Bahari hails from Isiolo County and is a two-term Member of Parliament for Isiolo South Constituency. He also served in the Pan African Parliament, based in South Africa, during his first tenure as Member of Parliament for Isiolo South.
He holds a Masters of Economics Degree from the University of Nairobi. Before joining politics, he served as the Industrial Relations Manager, Kenya Airways and Firestone East, Africa, He has also served as the Chairman, Tana and Athi River Development Authority.

He assumed this position in early 2018 after serving as Principal Secretary, State Department for Devolution, and Correctional Services respectively
